Who can apply?

Individuals who are 15-74 years old and not working at the time of joining the program, including:

  • Ukrainian war refugees and other recipients of international protection residing in Estonia under temporary or additional protection or as a family member
  • New immigrants who have lived in Estonia for up to 5 years and who are EU or third-country citizens who arrived through family migration (both themselves and a family member)

Why is entrepreneurship preferred in Estonia?

  1. Start-up grants covering 80–100% of business start-up costs are available—now up to €38,000, non-repayable!
  2. Estonia is globally known as an innovative and entrepreneur-friendly country
  3. Lower business taxes than in most EU countries — no corporate income tax on retained earnings
  4. Small-scale entrepreneurs are not required to add VAT to their products or services
  5. Free, user-friendly e-systems designed for entrepreneurs reduce bureaucracy
  6. More employers are choosing to outsource work from entrepreneurs instead of hiring employees
  7. Estonia offers various forms of entrepreneurship. OÜs (private limited companies) provide the most flexibility and get more support from Estonia and EU!
  8. Many switch from sole proprietorships or business accounts to OÜs for better cost deduction options, access to grants, and the ability to hire staff
  9. Your own business lets you offer your products or services to both individuals and organizations
  10. You won’t be dependent on one employer’s salary level and financial situation
